As society evolved from the effects of the radiation event, people had to figure out how best to preserve the population. Now, centuries after, the Fertility Guild is a well-organized system. With their metallic fringed, bedazzled, revealing outfits, they're impossible to miss.

These men have the coveted ability to craft artificial wombs in themselves or other men. Should a couple wish to conceive, the mage assigned to them will test both men physically to see which is more capable of holding a child, after which the spell is placed. Or, as some cases happen, a single man can have an audience with a mage, though this generally means the child will grow to be the next generation of fertility mages, with an 80% chance to pass on the specific mutation.

Fertility mages have a very strict code hammered out over centuries, and thanks to these efforts, pregnancy fraud and rape-pregnancy are all but nonexistent.
