The amount of electricity from eyes correlates to emotion.

First state- balls of electricity allow the arm plasma to “stretch”.

Second state- focusing electromagnetic current into his arms, the plasma becomes hardened. It can no longer stretch but instead deals insane damage.

Note: Plasma is hot. In cooler environments, steam will be visible when he uses his powers.
