You may be wondering: "What's with these bracelets?"

Well, I'll tell you. These bracelets and watches are developed for communication and advanced combat. There are four modes for attack: Poison, Blade, Smash and Break and there are several defense options and buttons to correspond with each of the flipper/foot. The fifth button however activates all four limbs for action. The mode "Poison" for example, allows the user to knock any intruider (or in Skipper's case, Bling-Bling-Boy, when he's at his usual antics again. I.E. trying to win Susan's heart) out with a non-lethal poison. At least for a while.

They were developed by a group of interdimensional geniuses.

The same can be said for Kowalski's Scouter.
