I'm not one for head cannons, but in this occasion I just had to. Link eventually finds a way to turn Zelda back to her former self, he finds her as she requested. She is although, changed, and keeps some dragon like traits. To be loved is to be changed. This scene is mirroring the one were Zelda is also found by Link in BOTW, you can see it in the first sketch

Now if you'll excuse me, I'm gonna go and finish the game to see how it actually ends, but with the comfort of these two finding each other again :')
