This is one of the player characters and happens to be Saphierrè's wife! A follower of Karametra, she's a warlock wizard who was saved in one of the first villages we came across. She came with us after ushering the townspeople away from utter destruction. (They're now MIA but that's a different thing). She met Saphierrè in the court of Corrina. They now both travel with our very morally grey group. Phelia is a secondary character for one of our players, their main character being one of our favorite spooky nasty boy, which we will get to.....once I draw him 😅
