A closer look at what Ike's eyes look like when he opens them. He barely has any nerves in them any longer to open them by themselves, so he needs to split them open with his fingers. His right eye got slashed clean out, it's just a hole in there of non-functioning muscles. His left eye managed to be kept, but is badly damaged, all he can see is a giant blurry blob of fluid and the rest is blurry colours around it. Rendering him blind. Yet he's an excellent navigator, as he did study a lot of geography.
