one of my favorite character pieces, references save lives I tell ya, that pose was super cool looking I snatched it right up and just changed the arms positions + tail cuz ref was just a fanart of phos from hnk which I cant find the creator of ;_; , he's kinda a gijinka of Milotic but I think I'll just make it that his tail patters have different effects when in attack, defense or speed modes cuz I think a gold fish marking on the tail would look suber cool ont he lower half.
He's outfit is a sentient "symbiote/venom" style ooze which can haste him which is indicated by the hood spliting into those 4 ribbons, the eye pattern also becomes actual eyes.

"Cult" is an oxymoron all throughout, born a devil through fiendish influence yet his soul is wholy divine enough so that he has natural ability to cast spells as a divine soul sorcerer as a main way of casting spells. His horns were inspired by the impossible shapes which overlap and make senseless designs, as his nature is just being very confusing to understand.
